Il futuro della medicina si discute in Europa! ANAAO vi porta nel cuore del dibattito europeo il 23 aprile 2025! Insieme a Fems saremo al Parlamento Europeo per l'evento "Medici dipendenti in Europa: Sfide, Diritti e Politiche Future. Dialogo sul Libro Bianco FEMS e oltre".

Today the European Federation of Salaried doctors (FEMS) presented its study on the European doctors working conditions at the European Parliament in Brussels, the European Federation of Salaried Doctors (FEMS), with the kind support of MEP Raffaele Topo., in the prestigiuos institutional setting of the Spinelli Conference Room at the European Parliament, presented its FEMS Whitebook.The Whitebook is a This comprehensive document sheds lightshowing on the most urgent challenges facing employed physicians in Europe and proposes proposing concrete solutions to address them.

The conference event brought together medical doctors, representatives of European medical associations and , sector trade-unioniststrade unions as well as European policy and institutional stakeholders, sparking a lively debate on the measures needed to ensure dignified working conditions and a sustainable healthcare systems across Europe.

At the heart of the Whitebook is a stark critique of the inadequate transposition of the EU Working Time Directive. Too often, overtime and stand-by duties fall outside the protections enshrined in law, with inevitable repercussions consequences onfor doctors’ physical and mental health.

 “A physician required to be on stand-by duty near the workplace cannot be considered at rest,” emphasized Alessandra Spedicato, FEMS President, calling for stand by duty status to be recognized as a distinct category within employment contracts. Likewise, the rise in verbal and physical assaults on hospital staff demands strengthened reinforced prevention measures, tougher sanctions and dedicated psychological support for front-line workers.

The Whitebook also tackles the recognition of “arduous work” in healthcare, highlighting how night shifts and chronic stress remain excluded from the protections granted tofor arduous occupations. At the same time, the growing feminization of the medical profession calls for a rebalancing of career pathways and the introduction of gender - and age-sensitive full-time-equivalent (FTE) parameters.

On the economic front, with these words, Alessandra Spedicato further addresseds European institutions and policymakers:  during the conference “ Health spending is not a cost, but an investment in a fundamental right - enshrined in many national constitutions. This investment improves and determine population health, which must be considered the driving force for national economies and GDP growth.”.

The debate was significantly enriched by the contributions of Tómas Zapata (WHO Europe), Bethan Roberts (BMA), João de Deus (AEMH) and Álvaro Cerame (EJD), who offered valuable insights into the role of iInstitutions, the ageing medical workforce, fair remuneration and postgraduate training to tackle the shortage of healthcare personnel.

To turn these proposals into active policiesy, FEMS will soon launch “Shaping the Future of Doctors’ Health”, a project aimed at collecting comparative data at national and European levels and defining more sustainable work-organisation standards.

FEMS General Secretary Noel Carrilho closed the conference with a call to action to all  the Institutions and stakeholders present: “ there is a urgent need to mantainmaintain high standards of care and population health across Europe. FEMS is ready to collaborate and offer its ideas and expertise as well as the experience of who works as physicians everyday”
